A discount of 25% is available for homes or properties where there is only one person over 18 liable to pay.
The discount is 50% if the property is no-one's sole or main residence.
For discounts, there are certain people who are disregarded, for example:
Students
Student nurses
Apprentices
Long-term patients in a hospital or a hostel
People in detention
Severally mentally impaired people & certain care workers.
A reduction may be possible if someone in your household is disabled. The discount would involve a drop in Council Tax band (e.g. from C to B). Band A properties are also entitled to Council Tax discounts. You can download this form here and there is also a severely mentally impaired form.

- Q: Am I entitled to a council tax discount?
- A: Your Council Tax is calculated on the assumption that there are two adults living in your property. If only one person lives there, you are entitled to a 25% discount. If your property is not the main residence of the people living there, or it is a holiday home, you may get up to 50% discount. If you have a disability, you may also be entitled to a reduction in the amount of Council Tax you pay. See our "Council Tax - discounts and reductions" webpage for full details.
- Q: How much council tax do I pay on a second/holiday home?
- A: You are entitled to claim a 50% discount if you have a second home or holiday home, provided that no one is living there. If someone is resident in the property and they are over 18 years old, they are liable for Council Tax. Meantime, you have to pay full Council Tax for the property which you consider to be your sole or main residence. Please note that discount only applies to your Council Tax, and not to the water and waste water part of your bill.
- Q: When I send in the supporting evidence (for council tax discounts, etc.), is a copy OK or do you need original documents?
- A: We need to see original documents, not copies, in order to process your application for housing and/or council tax benefits. However, please do not post valuable items to us. If you can, bring them to your local Council Office. We will take the details we need and give you the documents back straight away. If you cannot get into the office, phone us for more advice on 0141 577 3677.
